Documents required for Building Plan Approval: (to be submitted by the applicant)

Online Submission through MIDC’s SWC and BPAMS Portal :-

Plot owner (Applicant) will submit an online Building Permission application. The details furnished will be the plot information (available from LMS), architect details along with the proposed AutoCAD plan (prepared by appointed Architect).

The submitted proposal by Applicant will be endorsed by the appointed Architect. This will enable Architect to operate and perform through his BPAMS login for required actions on the proposal like attending site inspections, compliance of queries etc.

The SWC unique file number will be generated by the system post endorsement by the Architect. This Unique file number will be used by Architect/ Applicant for tracking the application at all levels.

The submitted proposal will come to the central scrutiny cell for initial processing i.e. (plan scrutiny by AutoDCR).

Centralized scrutiny cell will process the application received in First in First out (FIFO) method. The reports will be made available to Applicant/ Architect with in a stipulated time period. However, for any deviations arising after scrutiny, Applicant or Architect will resubmit the drawing with required compliances and processing will commence thereafter.

After the plan is found as per MIDC DCR 2009, scrutiny verification will be done by SPA and online chalan will be generated to deposit the scrutiny fees to the applicant. There will be provision of making online payments for paying the scrutiny fees.

Scrutinized PDF plan along with AutoDCR reports will be available to Applicant /Architect for printing and submission to concerned SPA/Fire department.

Scrutiny and Approval Process at SPA and FIRE Department :-

The proposal along with PDF plan and Scrutiny report will be automatically forwarded to concerned SPA and Fire Department for approval of Fire NOC as per circular no. D04089 dt. 27th October 2014.

The officials from SPA will access the proposal at BPAMS Desk based on the technical report generated by Central Scrutiny Cell and online documents submitted by appointed Architect. Any objection from the SPA will be notified to Applicant/Architect online.

If the proposal calls for Fire Approval based on present conditions Fire Department will access the proposal for processing. Automatic Demand Note (Basic and additional Fire protection fund Fees) will be auto generated if proposal found to be in order. However, any objection Fire Department will be notified to the Applicant/Architect online

If application is found in order Demand note for Development Charges, Labour Cess, Compounding Charges, Compound Wall charges, Service Charges, Premium for additional FSI etc will be generated by SPA on the system based on the area deduced from AutoDCR and will be sent to Architect for payment.

Applicant/Architect will make online payment towards the Demand Note issued by SPA and concerned Fire Officer. Owner can directly pay the required amount with reference to system generated unique SWC ID.

After Confirmation of Payment from Account Department MID, SPA/Fire Department shall digitally sign the Sanctioned.

Provisional Fire Approval

Information about the Procedure and Comprehensive list of documents required for obtaining "Provisional Fire Approval".

Applicant has to register online through MIDC single window portal (Application form for Building Plan, Provisional Fire, temporary water connection & external drainage connection approvals (combined» through BPAMS).

Applicant has to complete a one-time verificationlregistration at the respective Regional Office of MIDC.

Once registered, applicant uploads application online for Provisional Fire Approval (combined) through BPAMS.

Applicant has to upload the below mentioned Fire Service Primary & Additional documents online:

MPCB's documents or consent to establish.

List of raw materials and finish good (storage quantity) on letterhead duly signed and stamped.

Process Flow Chart on letterhead duly signed and stamped.

Approvals under different Acts such as chief control of explosive for storage of hazards goods, gases and solvents under Petroleum Act and Rules, approvals from Civil Aviation and the authority / defence authority for building height near airport areas (If applicable).

In case of existing company approved building plan approval accorded by MIDC and copy of Building Completion Certificate.

ln case of existing company / factory, Form-B issued by licence agency along with Annexure as per The Maharashtra Fire Prevention and Life Safety Measures Act, 2006 and Rules 2009.

After completing application and uploading document submit the application online.

Application will automatically get forwarded to concern authority. (Forwarded to respective Divisional Fire Officer, MIDC of that region).

The proposal is scrutinise on the basis of Acts and Rules Made applicable::i) The Maharashtra Fire Prevention and Life Safety Measures Act, 200S which mandates for fire and life safety requirement of National Building Code Part-4 ii) Provisions of Development Control Rules of MIDC, 2009.

Demand note for making payment towards Fire Protection Fund Fees/Additional Fire Protection Fund Fees will be generated online. After payment the Provisional No Objection Certificate will be uploaded online which can be downloaded by owner or Architect.

Information about the Procedure and Comprehensive list of documents required for obtaining Approval on stacking of Building material & Debris.(to be submitted by the applicant)

Applicant is required to submit online application for Stacking of building material & debris on public roads to MIDC SWC Portal after obtaining building plan approval.

Applicant is required to select the required service under SPA Department-Services and fill the form.

The Applicant has to submit the below mentioned mandatory documents as listed on the portal and Save the applicatioin.

Block Plan for Stacking of material(Mandatory).

Self-Declaration (Mandatory).

Applicant needs to pay the required fee as per the challan generated by the system based on the data filled in the form and Submits the application.

The proposal will be automatically forwarded to the concerned SPA for generation of challan as per the data filled by the applicant.

SPA to submit the challan generated to the applicant for payment.

Applicant to pay the required challan amount.

Once payment is done, SPA to issue the approval on Stacking on building material & debris on public roads.

Fees

Charges for Stacking of Building Materials on Public Roads (As per DCR 2009).

1. For construction of residential building :- Rs 5 per sq. m per week.

2. For construction of non-residential building :- Rs 10 per sq. m per week..

Residential Building:

License fee= Stack Area (sq.mt) * Rs 5 * Stack of material storage time (in week).

Non-residential Building:

License fee= Stack Area (sq.mt) * Rs 10* Stack of material storage time (in week).
